The transition from institutional care to family and community services
Lithuania’s action plan for the transition from institutional care to family and community services for children with disabilities and children left without parental care aimed to provide consistent and coordinated actions to promote the transition from institutional social care to family and community services.
Extensive reorganisation of the care system
The reorganisation of the institutional care system requires a coordinated response. The Ministry of Social Security and Labour oversees the reorganisation. Several participants are involved, including the Ministry of Education and Science, the Ministry of Culture, the Ministry of Healthcare, the State Child‘s Rights Protection and Adoption Agency under the Ministry of Social Security and Labour, the Department for the Affairs of Disabled Persons under the Ministry of Social Security and Labour, the Lithuanian Municipalities Association, the Social Services Supervision Department under the Ministry of Social Security and Labour, non-governmental organisations (NGOs) and municipalities.
The strategic goal of the action plan
The strategic goal of the action plan was to develop a system of integrated service provision, including family and community support, which would enable every child without parental care and every child with disabilities or their family, guardians, or carers to receive individual services tailored to their needs.
