Teaching children crisis preparedness through play in Estonia

Children as young as 3 learn about supplies for disruption to electric, water, heating and sewage services

The “Home Crisis Supplies” game familiarises children from the age of 3 with emergency supplies, teaching them the necessary household supplies if they do not have electricity, water, heating, and sewage. The game was developed in 2023 by specialists from the Crisis Preparedness Sector of the Tallinn Municipal Police Agency, and is delivered together with the Tallinn Municipal Police Agency mascot, Lauri the snow leopard.

The game uses picture cards, and a large depiction of a house and a car

The game is a simple and engaging way for children to learn what a crisis is and how to deal with it at home. The game board covers 3 meters x 3 meters of the floor, and depict a two-story house with a car standing in front of it. Picture cards depict different emergency items, with the reason written on the back about why the item is important during a crisis. Based on these cards, children learn and discuss what supplies they need to have at home so that the family can survive for seven days in emergency situations if vital services are disrupted. Children place the cards in what they think is the right place in the house or car.

Children’s creativity and critical thinking are stimulated, while teaching them important life skills

Feedback from both teachers and children have been positive, with the children expressing that they want to play the game again.

The Tallinn Municipal Police Agency wishes to introduce this game in all kindergartens in Tallinn, hoping that it will be integrated into the kindergarten routine in the future.
