A Toolkit for Standard 5: Interagency Case Management

Supporting the implementation of Barnahus Quality Standard 5.

This toolkit offers a comprehensive guide for Barnahus seeking to implement interagency case management effectively. Readers will gain insights into establishing formal procedures, conducting child-centred case planning, and maintaining continuous case reviews — all while ensuring the child’s voice remains central throughout the process. Practical tools, case examples, and clear frameworks provide actionable guidance for improving interagency collaboration, reducing (re)traumatisation, and promoting more effective support for child victims.

The toolkit is an interactive PDF which facilitates an easy way of linking to related sections of the document. It should be read in conjunction with Standard 5.

Barnahus Network Members generously participated in consultations and contributed their knowledge, resources, and case examples to inform this toolkit, which draws on operational experience in existing and developing Barnahus across Europe, as well as the Child Advocacy Centre model.


This publication was authored by Emma Harewood. It is published by the Council of the Baltic Sea States (CBSS) as a deliverable of PROMISE Elpis, an EU co-funded project which is developing tools and guidance on adapting Barnahus processes for cases of online sexual violence.
