Delegating to civil society

Germany has taken steps to decentralise the governance of regional networks from the Ministry to civil society.

Methods

The federal Ministry financed ECPAT Germany to formalise regional cooperation networks on child trafficking. This included establishing multisectoral State level forums promoting joint action and collaboration.

Outcome

Based on the success of this work, and with the aim of expanding the approach to additional thematic areas, the Ministry has suggested developing standard operating procedures for establishing regional cooperation platforms.

One success factor is healthy cooperation with civil society organisations and the multitude of service providers in the country, which features space for disagreement as well the promotion of innovation, flexible and specialised service provision, and ideas.
